What Documents Are Required for a Temporary Residence Permit?
The exact documents depend on the applicant’s legal ground. A typical application may include the following general documents:

Step 1 — Identify the Correct Legal Ground
The applicant should determine whether the application will be based on property, deposit, investment, employment, business activity, company management, education, family relationship or another recognized ground.
Step 2 — Review Lawful Stay and Passport Validity
The applicant’s current immigration status, period of lawful stay and passport validity should be checked before the application is prepared.
Step 3 — Prepare General and Ground-Specific Documents

Does a Residence Permit Allow a Foreigner to Work in Azerbaijan?
Not automatically in every case. A temporary residence permit authorizes lawful residence, but it does not by itself authorize every form of paid employment. A foreign national employed in Azerbaijan may require both a temporary residence permit and a separate work permit.

A Permanent Residence Permit is a separate immigration status that allows a foreign national or stateless person to reside permanently in Azerbaijan. It should not be confused with a temporary residence permit.
In relevant cases, an applicant must first reside in Azerbaijan temporarily for at least two years on a qualifying ground. Continuity of residence is generally assessed by considering whether the applicant remained outside Azerbaijan for more than 90 days within a 180-day period.
Permanent residence may be available under qualifying family, investment, property, bank deposit, securities, entrepreneurship, company and other statutory grounds. Applicants may also be required to demonstrate knowledge of the Azerbaijani language and satisfy other legal conditions.
